“Are circumstances, either external or personal, which are beyond the control of a students and which prevent a student from completing an assessment, affect his/her performance during an assessment or are deemed to have affected his/her capacity to study prior to an assessment”

It basically means if something has happened to you that has affected your performance and over which you had no control you can apply for extenuating circumstances. This means that when your exam, coursework or assessment comes to being marked the assessment board will take your circumstances into account and mark your work accordingly.
You should inform your school or department as soon as possible if something is affecting your work particularly if it is before or after an exam. All of the schools have set deadlines as to when you can submit an extenuating circumstances form after an exam or assessment and if you fail to do so within the time frame you will then have to go through the appeal procedure. Failure to have a valid reason as to why you did not submit your form within the deadline may result in your appeal being rejected.
